ADAC: New Regulations and Consumer Rights to Reshape Driving in 2026

The German automobile club ADAC has outlined significant changes set to take effect in 2026, impacting drivers and consumers across the country. These updates encompass new regulations concerning driver's licenses, fuel costs, and incentives for electric vehicles.

A key development is the introduction of a digital driver's license, planned for availability by the end of 2026. This digital version, accessible via smartphone, will complement existing physical licenses and is intended not as a replacement but as an additional option. This follows the earlier introduction of digital vehicle registration documents through the i-Kfz app.

Consumers purchasing electric vehicles can anticipate new advantages, including potential extensions of tax exemptions and the possibility of new support programs. Furthermore, vehicle safety will be enhanced with mandatory installation of additional driver assistance systems and the required integration of the Next Generation eCall system, which automatically alerts emergency services in case of an accident.

Drivers will face increased fuel costs as the CO₂ emissions price mechanism is adjusted. Starting in 2026, the price of gasoline and diesel is expected to rise by nearly three cents per liter due to the implementation of a corridor-based pricing system for emissions certificates. This is in addition to the upcoming Euro 7 emissions standard, which will impose stricter limits on vehicle emissions.

ADAC also reminds drivers about the ongoing mandatory exchange of older driver's licenses for the EU-standard card format. Those who received their licenses between 2002 and 2004 must complete this exchange by February 19th. The organization notes that enhanced consumer protection rules, particularly for online contracts, will also come into effect, simplifying rights such as contract rescission.
