The primary regulation for road transport within the EU is the European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR). ADR details the classification, packaging, labeling, and documentation requirements for dangerous goods. It also specifies training and qualification standards for personnel involved in these transports. The agreement, originating from a 1957 accord, mandates specific driver licenses (ADR certificate) and covers load securing. All EU member states are signatories.

For transport on inland waterways, the EU adheres to the European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN). This regulation mirrors ADR in its requirements for classification, packaging, labeling, and documentation.

Rail transport is governed by the Regulations concerning the International Carriage of Dangerous Goods by Rail (RID). Maritime transport within EU waters falls under the International Maritime Dangerous Goods (IMDG) Code. All these frameworks are based on the UN Recommendations on the Transport of Dangerous Goods and are implemented into the national laws of EU member states.
