AI Companies Boost Lobbying as Legacy Tech, Defense Spending Slips
OpenAI and Anthropic significantly increased their federal lobbying expenditures in Q2 2026, reaching record highs, while spending from established tech and defense firms remained flat or decreased.

Artificial intelligence developers OpenAI and Anthropic have substantially increased their federal lobbying spending, reaching record levels in the second quarter of 2026. Combined, the two companies spent $3.17 million, a 23% increase from the previous quarter. This surge in spending contrasts with a flat or declining trend among legacy technology giants and major defense contractors.
Anthropic alone spent $1.97 million on lobbying efforts, surpassing Nvidia's expenditure for the period. OpenAI increased its spending by nearly 18% to $1.2 million. The companies' lobbying activities have focused on key issues central to the AI industry, including cybersecurity, copyright regulations, cloud computing, and defense procurement.
In comparison, the combined federal lobbying expenditures of the "Magnificent Seven" tech companies (Meta, Amazon, Google, Microsoft, Apple, Nvidia, and Tesla) remained largely unchanged at $21.25 million for the quarter. Concurrently, eight major defense contractors collectively reduced their lobbying outlays by over 3%. This shift highlights the growing influence and strategic investments of AI companies aiming to shape policy and regulations ahead of major political events and anticipated IPOs.
The escalating lobbying investments by OpenAI and Anthropic underscore the AI sector's strategic efforts to influence upcoming legislation and regulatory frameworks in Washington D.C. As the mid-term elections approach, these increased expenditures signal the industry's commitment to securing a favorable operating environment.
