An air raid alert was issued in Ukraine's capital, Kyiv, late Monday night local time, with authorities urging residents to seek shelter. President Volodymyr Zelenskyy had previously warned of large-scale Russian attacks.

The city of Kharkiv, Ukraine's second-largest, was targeted overnight by drones and two missiles, according to Mayor Ihor Terekhov. One woman was injured in the attack. Further details on damage have not yet been released.

On Monday, Ukraine announced it had struck Russia's satellite communications center in Dubna, north of Moscow. Russia's RSCC state company stated the facility is the country's largest satellite ground station. The extent of any damage remains unclear.

The Ukrainian government has also approved a military reform aimed at relieving soldiers at the front lines and providing them with more rest. Defense Minister Mykhailo Fedorov described the reform as a "first step towards greater justice" for frontline troops. Specifics of the reform have not yet been further detailed.
