Alipay+ UPI Integration Paused Over Security, Data Concerns

Alipay+'s proposed integration with India's Unified Payments Interface (UPI) has reportedly been put on hold due to national security and data privacy concerns. The plan, submitted in January, aimed to allow Indian travelers to make UPI payments across Alipay+'s network in Asia and later enable international visitors to pay in India.

The Indian government has raised concerns regarding Alipay+'s Chinese ties, potential data security risks, and the misuse of customer data. The Ministry of External Affairs cited "political grounds" for pausing the proposal, with no clear resolution in sight. Law enforcement agencies have also flagged risks related to money laundering and data breaches that could lead to cyber fraud for customers.

Authorities are scrutinizing how transaction data would be processed, stored, and managed, along with dispute resolution mechanisms. While such checks are standard for cross-border payment programs, entities linked to China face heightened scrutiny. This development occurs despite ongoing efforts to stabilize India-China bilateral relations.

The pause comes seven months after initial reports of the integration surfaced. Alipay+ is operated by Ant International, a Singapore-based fintech firm spun out from China's Ant Group. Meanwhile, UPI continues its international expansion into markets like Malaysia, the Philippines, and South Korea.
