Allianz Trade: Ruble avoidance of currency crisis linked to capital controls
Despite heavy international sanctions following the invasion of Ukraine, the Russian ruble has avoided a currency crisis. Allianz Trade attributes this to capital controls and record export surpluses.

The Russian ruble has staged a significant recovery following its initial collapse at the start of the conflict in Ukraine, effectively avoiding a full-scale currency crisis. According to an analysis by Allianz Trade, this resilience occurred despite the freezing of roughly half of the Russian central bank's foreign exchange reserves and the exclusion of major banks from the SWIFT system.
The ruble’s performance has been driven by aggressive countermeasures, including stringent capital controls, high policy interest rates, and the mandate for energy importers to settle payments in rubles. Furthermore, the economy has benefited from a record current account surplus, as energy exports have continued to flow to markets not covered by a total embargo, providing the necessary liquidity to stabilize the exchange rate.
However, Allianz Trade suggests this appreciation may be unsustainable. A stronger ruble negatively impacts the government’s budget balance by reducing the local currency value of FX-denominated energy exports. The broader global financial implications remain significant as well; the weaponization of finance may lead nations to diversify away from the US dollar-dominated system to avoid potential future sanctions, according to the report.
