Animal welfare groups urge Welsh Government to strengthen animal protection

Leading animal welfare organisations convened at the Senedd on Wednesday, September 30, 2026, urging the newly elected Welsh Government to implement stronger protections for animals across Wales. The event, 'Celebrating Animal Welfare in Wales,' was organised by Naturewatch Foundation, Hope Rescue, and RSPCA Cymru.
During the event, Minister Llyr Gruffydd reaffirmed the government's commitment to developing a new Animal Health and Welfare Plan for Wales. Plans were outlined to improve welfare standards for companion, farmed, and wild animals. The government is currently consulting on proposals for a close season for hares and new offences related to seal disturbance.
Sarah Carr, CEO of Naturewatch Foundation, called for enhanced protections for breeding dogs and puppies and decisive action against the puppy farming industry. Data from Naturewatch Foundation suggests fewer than 15% of puppies sold in the UK are from inspected breeders meeting minimum standards.
Vanessa Waddon, CEO of Hope Rescue, highlighted the increasing pressures on animal rescue organisations and advocated for improved enforcement of welfare standards. She also urged the Welsh Government to expedite the implementation of a ban on greyhound racing.
Members of the Senedd reiterated their commitment to animal welfare, and the participating organisations expressed anticipation for continued collaboration with the government and parliament.
