Anthropic Pitches Bill to Regulate Frontier AI Risks

Artificial intelligence company Anthropic has proposed a draft bill to U.S. lawmakers intended to regulate the safety and manage risks associated with frontier AI models.

Under the draft legislation, the Department of Commerce could seek a court order to suspend a model if it poses a foreseeable and imminent risk of causing more than $1 billion in damages, or of killing or seriously injuring more than 50 people. Such risks would stem from areas like the creation or release of biological weapons, a model evading its developer's controls, or a cyberattack.

The draft bill would also mandate independent evaluators registered with the Commerce Department. These evaluators would periodically assess AI labs and frontier models and would be required to report imminent risks within 72 hours of completing an assessment.

The proposal emerges amid ongoing U.S. policy discussions on AI regulation. The FRONTIER Act has already been introduced in Congress. The Commerce Department oversees U.S. export controls and has extended these to cover advanced AI models.
