BAföG Reform to Take Effect by Summer Semester 2027

Germany's governing coalition has finalized an agreement on a significant reform of the BAföG legislation, which provides federal student financial aid. The reforms are scheduled to be implemented by the summer semester of 2027.
The core objective of the reform is to raise the benefit amounts for students, apprentices, and schoolchildren. "We are perceptibly increasing the BAföG rates during this legislative period," stated Florian Müller, the research policy spokesperson for the Union faction. He emphasized that the increase sends a strong signal to young individuals who might find their educational journeys challenging without societal support.
A key aspect of the reform also involves simplifying and digitizing the application procedures. The aim is to eliminate existing bureaucratic hurdles that currently impede the application and disbursement of these funds. "BAföG must become simpler, faster, and more effective. This is our shared goal for the parliamentary process," commented Joachim Ebmeyer, the rapporteur responsible for BAföG matters.
Inge Gräßle, deputy leader of the CDU/CSU parliamentary group, clarified that the agreement was reached following intensive negotiations with the SPD. She stressed that the expansion of state benefits must be considered in conjunction with the overall economic situation of the country, and that it is the coalition's collective responsibility to foster economic growth.
