Baltimore Renews Public Pools With New Design Approach
Baltimore has reopened the renovated Greater Model Aquatics Center in Poppleton, featuring new amenities and a focus on sustainable maintenance.

Baltimore has introduced a new model for its public swimming pools with the reopening of the renovated Greater Model Aquatics Center in the Poppleton neighborhood. The upgraded facility includes a zero-entry wading pool, a six-lane lap pool, and a new recreation building.
The renovation addresses the facility's closure in 2019 due to disrepair and deferred maintenance, a common issue affecting aging public pools nationwide. Baltimore City Recreation and Parks (BCRP), in collaboration with architecture firm CannonDesign, has undertaken a "kit-of-parts" approach to overhaul five aquatic centers, prioritizing accessibility and multi-generational use.
"We must consider the difference between splash and immersion. The physiological relief that immersion provides the body is very different from splash. And it does not offer the opportunity to learn to swim, which is an equity issue where it is really important to fill that gap," stated Monica Pascatore, director at CannonDesign. The design aims to provide diverse water experiences and learning opportunities.
Instead of complex, separate pool designs, the revamped center features two pools designed for cost-effectiveness. This allows for simultaneous use by various groups, including young children, seniors, and lap swimmers. The standardized design also simplifies long-term maintenance and mitigates future upkeep challenges.
