Bank of England Appoints Nicholas Segal and Peter King to Enforcement Committee Leadership
The Bank of England has appointed Nicholas Segal as Chair and Peter King as Deputy Chair of its Enforcement Decision Making Committee. Both appointments are effective from August 1, 2026.

The Bank of England has appointed Nicholas Segal as Chair and Peter King as Deputy Chair of its Enforcement Decision Making Committee (EDMC). These appointments took effect on August 1, 2026.
The EDMC is the body responsible for decision-making in contested enforcement cases across various statutory regimes operated by the Bank. These include prudential regulation, financial market infrastructures, resolution, securitisation, and wholesale cash distribution.
The appointments follow the expiry of Sir William Blair's term as Chair and Philip Marsden's term as Deputy Chair at the end of July 2026. Nicholas Segal brings extensive judicial, legal, and academic experience, particularly in insolvency, banking, and conflicts of law. Peter King offers senior legal experience from private practice and HM Treasury, with expertise in financial services regulation, Brexit, the Covid pandemic, and the war in Ukraine.
While most enforcement cases are resolved by agreement, the EDMC panel convenes when a case is contested. The Bank stated that these appointments strengthen the leadership of its enforcement decision-making framework with senior legal expertise.
