Beijing city authorities have jointly issued a set of new measures aimed at accelerating the development and leadership of intelligent agents (intelligent agents) and cultivating new forms of the intelligent economy. The Beijing Municipal Development and Reform Commission, along with other departments, released guidelines designed to propel innovation in the field.

A significant component of these new measures involves promoting the development of the token economy. The initiative encourages research into general-purpose processors suitable for intelligent agent system calls, complex task scheduling, and high-frequency decision-making. It also aims to develop specialized low-latency, high-throughput inference chips. Research entities are pushed to tackle key technologies in inference architectures, reducing costs through heterogeneous computing and storage-computation synergy.

The plan seeks to reshape product forms and service models by fostering new business paradigms such as "token as a service," "intelligent agent as a service," and "results as a service." Eligible token-based products and services will be integrated into voucher programs for small and medium-sized enterprises. Furthermore, the city will enhance support through measures like computing power vouchers and encourages districts to explore token and intelligent agent service vouchers to accelerate adoption.

Financial institutions, including banks and insurance companies, are encouraged to develop financial products that support the implementation of intelligent agents. The measures also support entities in aggregating and sharing industry knowledge and intelligent agent execution data, creating a data feedback loop to drive continuous improvement in agent capabilities.
