Besins Healthcare Testifies to UK Parliament on Medicine Supply
Besins Healthcare UK's representative provided oral evidence to the UK House of Lords regarding the sustainability of medicine supply chains, highlighting the importance of access to hormone replacement therapy (HRT).

Besins Healthcare UK (BHUK) was invited in December 2025 to provide oral evidence to the House of Lords Public Services Select Committee as part of its inquiry into the sustainability of medicine supply in the United Kingdom. This invitationcknowledged the company's role in women's health, particularly concerning hormone replacement therapy (HRT).
Paul White, Head of Legal at Besins UK Limited, represented the company and reaffirmed its commitment to ensuring consistent access to HRT for millions of women. He detailed the steps taken by Besins Healthcare to address supply challenges, including investments in a new, state-of-the-art manufacturing facility in Muel, Spain.
White highlighted that the UK market environment has become increasingly challenging for pharmaceutical companies due to factors such as price reductions, elevated tax burdens, and a difficult policy landscape. He warned these issues risk deprioritizing the UK for global supply and investment.
During the hearing, White called for a coordinated national approach involving the government, regulators, the NHS, and the pharmaceutical industry. The aim is to strengthen forecasting and planning, incentivize investment and supply, and improve communication among stakeholders to secure long-term, consistent access to essential medicines. The Committee's recommendations will be submitted to the UK Government early next year.
