Many corporate leaders attempt to deflect blame for unpopular decisions onto their HR departments. However, the CEO ultimately holds responsibility for all company policies and for appointing HR leadership.

An HR department's function is to implement policies approved by the executive team and CEO. While HR leadership may be responsible for enforcing uncomfortable rules, these rules have received approval from a higher authority. If a CEO is dissatisfied with HR's performance, they possess the authority and responsibility to replace the HR head with someone who better aligns with the company's objectives.

Situations where HR enforces unpopular decisions are not a reflection of poor HR performance, but rather of executive strategic choices. For instance, the character Professor Umbridge from the Harry Potter series, sometimes compared to certain HR heads, was in fact the ultimate authority (CEO) reporting directly to the Ministry of Magic.

The core issue arises when CEOs fail to accept accountability for their own decisions and blame HR for their execution. An HR leader is an employee of the company, tasked with serving the CEO's and the organization's interests. It is incumbent upon leadership to ensure HR's actions support the company's strategic goals.
