China's Ministry of Commerce and General Administration of Customs jointly announced new export controls on October 19, which will take effect on November 18. The measures specifically target tunnel boring machines (TBMs), specialized excavators, and related components, citing national security and international obligations.

The controls apply to equipment with both civilian and military applications, according to a statement from the Ministry of Commerce. The ministry stated that these actions align with international practices and are intended to safeguard national security and interests. China has reportedly informed countries and regions with export control dialogue mechanisms about the upcoming regulations.

The list of controlled items includes various types of TBMs used in tunneling projects, along with their critical parts and technologies. Also included are certain "walking excavators" designed for challenging terrains and high-altitude wet-spraying concrete machines with specific performance parameters. Existing controls on dredging equipment, such as mud pumps and cutters, have also been adjusted.

Exporters wishing to send these controlled items to countries or regions in dispute with China must apply for a special export license. For exports to other destinations, a registration process is required, with exporters and end-users committing not to transfer the items to disputed areas without authorization. China has stated that export license applications will be reviewed and approved based on legal compliance.

The new regulations reflect China's expanding export control framework for items deemed to have strategic importance. The government has expressed a willingness to engage in dialogue with other nations regarding export control policies to promote global stability and facilitate compliant trade.
