China Lowers VAT Export Rebate for Electric Vehicles

China's Ministry of Finance and the State Taxation Administration will reduce the VAT export rebate rate for electric vehicles from 13% to 9% starting April 1, 2027. The rebate for e-cigarette devices will be eliminated.

12 October 2026

China's Ministry of Finance and the State Taxation Administration announced today a significant adjustment to its value-added tax (VAT) export rebate policy for certain products. Effective April 1, 2027, the VAT export rebate rate for electric vehicles will be lowered from 13% to 9%.

In addition to the EV adjustment, the export VAT rebate for e-cigarette devices and similar products will be completely abolished from the same date. The announcement clarified that for products subject to consumption tax, existing consumption tax rebate policies will remain unchanged.

VAT export rebates are a tax measure intended to encourage exports by refunding or exempting domestic VAT and consumption taxes paid during the production process. This policy aims to ensure fair competition in international trade.

The reduction in the rebate could impact the price competitiveness of Chinese electric vehicles in global markets. The effective date for these policy changes will be determined by the export declaration's stated export date.
