China proposes new safety standards for automated parking systems

The Ministry of Industry and Information Technology has released draft standards for parking assistance, setting strict speed limits and driver monitoring requirements.

20 October 2026

The Chinese Ministry of Industry and Information Technology (MIIT) has issued a draft for five new mandatory national standards governing smart connected vehicles. The proposed regulations focus on standardizing safety requirements for both automated parking and parking-assist systems.

Under the new guidelines, Level 2 (L2) parking assistance systems will be required to actively monitor driver focus. If the system detects that a driver is disengaged, it must issue a series of alerts within defined time intervals, ultimately triggering a risk mitigation maneuver or bringing the vehicle to a stop if the driver fails to regain control.

For remote-controlled parking, the proposals limit the operating distance to 10 meters, extendable to 15 meters only if there is a direct line of sight between the user and the vehicle. Speed for memory-based parking is capped at 15 km/h, with user-settable limits restricted to 10 km/h. Higher-level autonomous parking systems (L3 and L4) will be permitted to operate at speeds up to 30 km/h, provided they meet rigorous safety protocols for system handover or independent risk mitigation.

The draft standards are currently open for public comment. These rules represent a broader effort to formalize safety benchmarks for driver-assist and automated features in the Chinese automotive market.
