China reports shift from AI research to large-scale industrial application

China's National Development and Reform Commission cites widespread integration of AI across manufacturing, agriculture, and service industries.

3 November 2026

China's National Development and Reform Commission (NDRC) announced that the country's artificial intelligence sector has reached a transition point, moving from laboratory research to large-scale deployment in the real economy. Officials noted that AI is now integrated into thousands of advanced factories and is actively reshaping traditional sectors.

In the industrial sector, the focus has been on the establishment of smart manufacturing facilities. Within services, AI agents are increasingly handling contract reviews, customs filings, and insurance claims. Meanwhile, the agricultural sector is utilizing precision data to optimize the application of fertilizers and pesticides, replacing traditional reliance on manual labor and historical experience.

Recent data from the China Center for Information Industry Development supports this trend, noting that AI inference data volumes have officially surpassed training data volumes. This milestone is typically associated with the transition of technology from an experimental phase to a mature operational phase.

China is currently pursuing the institutionalization of a global AI cooperation organization, with 38 nations currently participating as founding members to establish shared operational standards.
