China's central authorities have released a plan to accelerate the adoption and foster innovation in Internet Protocol version 6 (IPv6) technology between 2026 and 2030. The new "Implementation Plan for Deepening IPv6 Technology Innovation and Integrated Application (2026–2030)" outlines the roadmap for transitioning from the older IPv4 protocol.

The plan sets phased targets. By 2027, China aims to have 900 million active IPv6 users, with IPv6 accounting for 38% of network traffic. This initial phase also focuses on improving end-to-end IPv6 connectivity and achieving significant advancements in technological innovation and application integration.

The second phase, targeting 2030, aims for 950 million active IPv6 users and 42% of network traffic. The overarching goal is to achieve widespread and deep integration of IPv6 with various sectors of the economy, establishing a technically advanced, open, innovative, and secure IPv6 industry ecosystem.

New network deployments will default to providing IPv6 addresses, facilitating a shift towards an IPv6-dominated service and application system. The plan designates 36 key tasks across 10 areas, covering technology R&D, standards development, regulatory frameworks, and the deployment and enhancement of IPv6 network and application services.
