China to Increase Private Sector Role in National Technology Projects
China's economic planner, the NDRC, announced a shift to allow qualified private companies to lead national-level technology research and development initiatives.
The National Development and Reform Commission (NDRC) announced plans for the upcoming 15th Five-Year Plan, signaling a pivot toward integrating private enterprises into national scientific research. Officials stated that qualified private firms will be empowered to lead critical technology projects and manage national innovation platforms.
Ren Zhongbao, deputy director of the NDRC’s Department of Innovation and High-Tech Development, emphasized that the private sector serves as the primary link between research, market demand, and industrial application. By decentralizing the control of national projects, the government aims to accelerate breakthroughs in emerging industries, moving away from a research model dominated solely by state-backed institutions.
The policy initiative prioritizes foundational research and 'disruptive' innovations. Future efforts will focus on streamlining resource allocation to foster high-tech small and medium-sized enterprises, 'specialized and sophisticated' firms, and industry 'unicorns.' The strategy marks a shift toward strengthening enterprise-led innovation to address key technological bottlenecks.
This move reflects a broader effort to optimize the national innovation ecosystem by ensuring that commercial enterprises drive the development cycle. Authorities intend to support this transition through enhanced fiscal policies and by prioritizing technical merit in project selection.
