China's AI Short Drama Industry Moves to Regulation and Quality Focus
China's AI-generated short drama industry is shifting from unchecked growth to a regulated, technology-driven development model following new government measures.

China's AI-generated short drama industry is entering a new phase with regulations officially taking effect in September. The Administrative Measures for the Development of Micro-Dramas bring AI-created short dramas under a unified regulatory framework for the first time, signaling a shift from past traffic-chasing growth to a model emphasizing technology and content quality.
The regulation, effective September 1, covers all micro-dramas with episodes under 20 minutes and mandates clear AI disclosure labels. It also prohibits platforms from using algorithms that encourage excessive consumption or addiction. By assigning responsibility across production, review, and distribution, the rules guide the industry away from uncontrolled expansion toward an ecosystem built on quality and responsible innovation.
The explosive growth of the past two years was largely fueled by AI's cost and efficiency advantages. Generative AI reduced production costs from hundreds of thousands of yuan to just a few thousand, enabling projects that once required large crews and months of work to be completed by single creators in weeks. In the first half of 2026, 367,000 micro-dramas were released, with over 74% generated by AI.
However, the side effects of this rapid, volume-driven growth soon became apparent: platforms were flooded with generic content, and cost recovery rates remained low. Leading platforms, such as ByteDance's Hongguo Short Drama, have since focused on enhancing quality by developing full-stack AI production systems. These systems utilize fine-tuned language models and extensive user data to optimize scripts and improve content. New technologies addressing character consistency and multimodal video coding are also being adapted for the specific demands of short dramas.
Concurrently, AI short dramas are expanding internationally. Production technologies and storytelling formulas refined in China are now being rapidly replicated globally, establishing them as a new benchmark for China's digital content exports. Future success will depend not just on AI tools, but on creators' ability to capture audience emotions and master narrative pacing.
