China's Revised Electricity Safety Regulations to Take Effect in 2027

China's State Council has announced revised regulations concerning the emergency response and investigation of electricity safety accidents. These new rules are set to come into force on January 1, 2027, superseding the existing regulations that have been in place since 2011.

The revisions are driven by the rapid development of China's power sector and the ongoing construction of a new type of electricity system. An increasingly diverse power generation mix, expanding grid infrastructure, and the emergence of new market participants have introduced new safety challenges that the previous regulations were no longer fully equipped to handle.

The updated regulations place a greater emphasis on ensuring the secure and stable operation of the power system and guaranteeing reliable electricity supply. They also clarify the obligations of power companies and users to adhere to unified dispatch and implement accident prevention measures during planning, construction, and operation phases.

Furthermore, accident classification standards have been adjusted to better reflect current needs. These changes include revised criteria related to grid load reduction, power outages, and consequences of reduced power generation capacity. Significant updates also involve clarifying the reporting responsibilities of power dispatching agencies during accidents and strengthening the role of "black start" capabilities to ensure rapid system recovery.
