China's Social Credit System Sparks AI Ethics Debate in Europe

China's social credit system, which monitors and scores citizens' behavior using AI, is prompting a debate in Europe. This system affects access to everything from travel bookings to prestigious schools based on a citizen's score.

While such a system seems distant and contrary to European values, similar AI applications are already in use across the continent. Examples include virtual border officials in Hungary, Greece, and Latvia to detect false narratives from migrants, analysis of job seekers' emails in Finland for character profiling, AI in Italy to aid medical treatment decisions, and systems in Denmark to identify neglected children.

These applications highlight the urgent need for discussion on AI's ethical frameworks and potential legal regulations. AI is also being implemented by private companies, such as Germany's credit bureau Schufa, which uses scoring systems for loan decisions without disclosing its calculation methods.

Recommendations from Germany's Advisory Council for Consumer Affairs (SVRV) emphasize the necessity of transparency in all scoring systems. The goal is to prevent discrimination and fraud, suggesting that consumers should be able to see how scores are distributed across different demographics, potentially revealing algorithmic bias. A broader European discussion on these issues is underway.
