Chinese Tech Firms Establish Industry Standards for AI Agents

Huawei, Alibaba, Tencent, and 17 other firms have signed a self-regulation agreement to govern the development and deployment of AI agents.

4 November 2026

Major Chinese technology companies, including Huawei, Alibaba, Tencent, and Xiaomi, have introduced a self-regulatory agreement concerning the development and operation of AI agents at the World Internet Conference in Wuzhen. The initiative aims to provide a structured framework for the rapidly evolving field of autonomous AI systems.

The agreement outlines eight primary directives, focusing on trust, infrastructure interoperability, and security. A core component of the pact is the explicit prohibition of exploitative algorithmic practices and illicit activities, addressing risks associated with systems capable of multi-step autonomous decision-making.

Beyond governance, the document encourages the adoption of open-source principles and engagement with international standard-setting bodies. Signatories have committed to implementing these guidelines and submitting to public and industry oversight to foster a more predictable and standardized development environment for AI technologies.
