Cyclists with Dogs Held Liable for Damages
Under German traffic law, cyclists riding with their dogs are responsible for any damages caused by the animal, potentially facing fines and liability for injuries or property damage.
German traffic regulations permit dogs to run alongside bicycles, either leashed or unleashed. However, R+V Insurance emphasizes that the cyclist bears full responsibility for any damages the animal might inflict on other road users.
Lack of control or negligence can lead to dangerous situations, potentially resulting in injuries to both the dog and its owner. Should the dog cause damage, such as a collision or accident, the owner is liable for the associated costs. Ferenc Földhazi, an insurance expert at R+V, highlights the importance of pet owner liability insurance, which is strongly recommended and mandatory in several German states.
Law enforcement may also issue fines starting from ten euros if a dog poses a hazard to others. R+V also provides practical advice for cycling with dogs, including using special leash attachments that allow hands-free operation, transporting small dogs in handlebar baskets, or utilizing bicycle trailers for larger animals with appropriate safety measures.
Many German states have implemented mandatory liability insurance for dog owners, particularly for specific breeds or all dogs. This insurance covers damages caused by the animal, mitigating the financial burden on the owner.
