Data shows significant increase in paternity leave utilization

For years, parental leave utilization among men remained stagnant, often consisting of minimal time off. However, the last six years have marked a clear shift. According to reports from Paid Leave for All, fathers in states such as California, Colorado, and Washington are filing leave claims at rates comparable to mothers, with men now accounting for 40% of overall claims across states with established programs.

This trend correlates strongly with the adoption of state-level paid leave policies that provide both income replacement and job protection. Researchers at the Center for American Progress note that as these programs have matured, fathers have increasingly opted to use leave designated for bonding, rather than cobbling together vacation or sick time. The data suggests that when institutional barriers are removed, utilization rates climb significantly.

Analysis from the American Institute for Boys and Men (AIBM) highlights that the length of leave taken by fathers has also seen a marked increase, doubling in average duration since 2019. While a gap in total time off between mothers and fathers persists, the narrowing trend is driven primarily by states that mandate paid leave. With only about one-quarter of private-sector employees currently having access to company-provided paid leave, public policy remains a critical factor in shaping family leave behavior.
