Delhi Police Standardizes Internet Monitoring and IPDR Analysis Guidelines

The Delhi Police has reportedly issued new guidelines in August 2026 to standardize the monitoring of internet activity and the analysis of "Internet Protocol Detail Records (IPDR) and dump-data."

The guidelines specify how IPDR data should be analyzed. This data includes metadata about a user's internet activity, such as timestamps, source and destination IP addresses, port details, the amount of data exchanged, and session duration. This information can help investigators determine which services or applications were accessed and trace users and their devices by correlating it with other datasets like voice calls or location data.

The new five-step process includes data ingestion and normalization, IP and port mapping, correlation, behavioral profiling, and reporting. Specific focus is placed on monitoring VPN, proxy, and Tor traffic to identify suspicious connections or unusual activity.

The police also intend to utilize the Abhigyan fingerprint database and enhance surveillance with thousands of CCTV cameras, including those equipped with facial recognition systems, particularly in the Red Fort area.
