Deutsche Telekom to Develop Sovereign AI Platform for German Federal Government

Deutsche Telekom and SAP have secured a contract from Germany's Ministry for Digitalization and State Modernization (BMDS) to develop a sovereign artificial intelligence platform. This decision comes after competitors Google and adesso withdrew their appeals in the bidding process.

The new platform is intended to offer a unified, secure, and scalable infrastructure to support the digitalization and acceleration of administrative processes through AI. Key areas of focus include enhanced document processing, knowledge management, and streamlining planning and approval procedures within government bodies.

One of the initial applications, named KIPITZ, is designed to assist public administration employees with intelligent document processing, knowledge retrieval, translations, and text summarization. The platform will be integrated into the broader "Deutschland-Stack" initiative, which aims to establish common technical standards and platforms for the public sector.

Deutsche Telekom CEO Tim Höttges highlighted the project as a move towards Europe taking control of its digital future. SAP CEO Christian Klein added that trustworthy AI is foundational to digital sovereignty, with SAP contributing its expertise in business processes and data to drive innovation in the public sector.
