E-Scooters 2026: New Regulations and Fines Introduced
Germany introduces new regulations for e-scooters from March 2026, including mandatory black license plates and increased police checks. Stricter penalties are anticipated from 2027.

New regulations for e-scooters take effect in Germany from March 1, 2026. The previous green license plates are now invalid and must be replaced with new black plates. Police are also increasing checks on insurance coverage and general operating permits (ABE) for e-scooters.
The regulations, governed by the Electric Low-Speed Vehicle Ordinance (eKFV), classify e-scooters as motor vehicles. Key requirements include a minimum age of 14, mandatory liability insurance with a valid license plate, and an ABE. Riders are generally required to use bike lanes or the roadway if no bike lanes are available. Sidewalks and pedestrian zones are prohibited unless specifically permitted, in which case speeds should be walking pace.
Insurance provider HUK-COBURG highlights safety concerns, noting that while helmets are not mandatory, they are strongly recommended. The company points out the significant risks of riding at 20 km/h without protective gear, as head injuries are common in e-scooter accidents.
Penalties for violations are specified, with significant fines for issues such as riding without insurance, on sidewalks, or talking on a mobile phone while riding. Driving under the influence of alcohol carries particularly severe consequences. From 0.3 permille, drivers can face criminal charges and lose insurance coverage if involved in an accident or exhibiting impairment. At 1.1 permille, a rider is considered completely incapable of driving.
