EBRD provides €50 million loan to bolster Kyiv's energy security

The European Bank for Reconstruction and Development (EBRD) is extending a €50 million loan to Kyiv to help Ukraine's capital maintain essential municipal services and strengthen its energy security during the ongoing conflict.

This new financing matches an earlier loan provided in 2024. The loan is secured by a first-loss risk cover guarantee from the European Union under the Ukraine Investment Framework, covering 25% of the financing. This guarantee enables Kyiv and its municipal utility company, Kyivteploenergo, to address urgent liquidity needs.

The funds will support urgent repairs, workforce retention, and operational continuity ahead of the winter heating season. The financing also aims to bolster energy resilience through the deployment of decentralized cogeneration units that can operate independently during national grid outages.

In addition to energy security, the support will assist Kyiv in expanding its veteran assistance network, improving access to rehabilitation, reintegration, employment, and social support services for veterans and their families.
