Deutsche Umwelthilfe (DUH), in collaboration with solar and disposal companies First Solar, Rosi Solar, Take-e-way, and Veolia, has published a white paper outlining proposals to enhance the handling of end-of-life photovoltaic (PV) modules. The publication asserts that Germany should take a leading role in managing PV module waste to further the energy transition and advance climate and resource protection.

The document highlights the growing volume of retired PV modules, necessitating improved collection structures from municipalities and manufacturers. Projections indicate up to one million tons of old modules could be generated by 2030. The white paper advocates for standardized testing for reuse, promotion of eco-design principles, and more ambitious recycling targets.

DUH and its partners are calling on the German Federal Ministry for the Environment to implement necessary regulations within the Electrical and Electronic Equipment Act and the treatment ordinance. Requirements include obligating manufacturers to join take-back systems or provide comparable solutions, alongside establishing more accessible collection points. Measures to prevent illegal exports and ensure proper product registration with authorities are also proposed.

The white paper further includes recommendations for standardized reuse testing, installer certification, and mandatory eco-design requirements at the EU level to facilitate material separation for recycling. The ultimate goal is to close material loops and improve glass recycling for use in new module production. Green procurement guidelines at federal and municipal levels are also supported.
