EU and Moldova Open Accession Talks on Internal Market and Growth Policy Clusters
The European Union and Moldova have opened accession negotiations on two new clusters: the internal market and competitiveness, and inclusive growth. The talks cover 17 negotiating chapters.

Brussels, Belgium – The European Union and Moldova have advanced Moldova's EU accession negotiations by opening discussions on two further thematic clusters: the internal market and competitiveness, and inclusive growth. This move expands the negotiations to cover 17 distinct chapters, addressing key policy areas for Moldova's alignment with EU rules.
The internal market cluster focuses on the free movement of goods, services, workers, and capital, alongside competition policy, financial services, and consumer protection. The competitiveness and inclusive growth cluster encompasses taxation, industrial policy, digital transformation, employment, research, and customs. The EU has set clear benchmarks and requirements that Moldova must meet before the relevant negotiating chapters can be provisionally closed.
These latest cluster openings follow the initiation of negotiations on the external relations cluster in July 2026. The EU emphasizes that the accession process remains merit-based, with continuous monitoring of Moldova's alignment with and implementation of EU acquis and standards throughout the entire negotiation period.
Ireland's Minister of State for European Affairs and Defence, Thomas Byrne, stated that the decision reflects the importance of the Irish presidency in advancing EU enlargement and highlighted efforts to open the remaining clusters before the term ends. EU accession negotiations are structured into six thematic clusters, comprising a total of 33 negotiating chapters.
