EU and Ukraine Open Accession Talks on Internal Market and Competitiveness

The European Union and Ukraine have advanced Ukraine's accession negotiations by opening two new thematic clusters, covering the internal market and competitiveness and inclusive growth. This step comprises a total of 17 policy chapters, with benchmarks set for their future provisional closure.
The internal market cluster includes nine chapters focusing on the free movement of goods, services, workers, and capital, alongside competition, financial services, and consumer protection. The competitiveness and inclusive growth cluster encompasses eight chapters, covering areas such as taxation, digital transformation, economic policy, and research.
The EU has established benchmarks that must be met before chapters within these two clusters can be provisionally closed. Negotiations proceed on a merit-based process, with ongoing monitoring of Ukraine's progress in aligning with and implementing EU acquis and European standards.
This development follows the opening of negotiations on the external relations cluster in July 2026. The negotiating clusters provide a structure for examining the alignment of Ukraine's legislation with the EU's and are part of a broader accession process involving a total of 33 negotiating chapters across six thematic clusters.
