EU Building Directive Revision Increases Pressure on Property Owners

The European Union's revised Directive on the Energy Performance of Buildings (EPBD 2024/1275), effective from May 28, 2024, introduces new obligations for property owners and developers regarding the provision of electric vehicle (EV) charging infrastructure. The directive aims to accelerate the rollout of charging facilities to match the growing number of EVs.

Member states, including Germany, have until the end of June 2026 (and early 2027 for existing non-residential buildings) to transpose the new regulations into national law, likely through an amendment to the Building Electromobility Infrastructure Act (GEIG).

The directive distinguishes requirements based on building type (residential vs. non-residential) and renovation status (new builds or major renovations). Specific mandates apply depending on the number of parking spaces. For instance, new and substantially renovated non-residential buildings with more than five parking spaces must provide at least one charging station and the necessary pre-wiring for 50% of all spaces. Office buildings with over five parking spaces face a requirement of one charging station per two spaces.
