EU designates ChatGPT, Reddit, and Roblox under Digital Services Act

The European Commission has designated OpenAI's ChatGPT as a Very Large Online Search Engine (VLOSE) and Reddit and Roblox as Very Large Online Platforms (VLOPs) under the Digital Services Act (DSA). The three services declared they reach at least 45 million average monthly users in the EU, meeting the threshold for designation.

Following these designations, the companies have four months, until January 2027, to comply with additional DSA obligations. These include requirements for systemic risk assessments, such as analyzing the dissemination of illegal content and potential harms to fundamental rights. Companies must also implement measures to mitigate identified risks.

ChatGPT is classified as a hybrid service and a search engine due to its ability to respond to prompts and search the web. Reddit and Roblox are defined as online platforms because users can publish and share content. All three must offer at least one recommender system option not based on profiling.

Additionally, Reddit and Roblox will need to provide more detailed reporting on their content moderation resources and staff qualifications. All three must publish transparency reports every six months and provide the Commission with access to data for compliance monitoring.
