Europe's defense readiness has been severely tested by Russia's war of aggression. Many nations have yet to make critical political decisions to achieve adequate defense capabilities, leaving the situation in many areas worse than before the conflict began. Depleted stocks from supplies sent to Ukraine have not been replenished at a sufficient pace. Challenges persist due to a lack of foresight and accurate data on national military fleets.

European countries geographically closest to Russia have demonstrated the most significant understanding of the need to bolster defense capacity. Finland, Norway, the Baltic states, and Poland serve as prime examples of systematic defense capability development. Sweden and Denmark have also substantially increased their contributions. Crucial for the systematic evolution of European defense and its industrial base is both national and international cooperation. Without binding joint procurement decisions and a firm long-term perspective, the capital-intensive defense industry cannot scale production to meet the demands of the evolving security landscape.

Finland exemplifies seamless cooperation between its defense administration, armed forces, and defense industry—a model not widely replicated across Europe. This collaboration has showcased the Finnish defense industry's resilience during crises, maintaining high operational capacity even as other EU nations prioritized different matters. European defense cooperation is identified as a highly effective means of ensuring peace on the continent and is crucial for long-term demand growth in defense materiel.

Examples of successful European defense collaboration include the CAVS (Common Armoured Vehicle System) program, based on the Patria 6x6 vehicle, and various research and development projects funded by the European Defence Fund (EDF). The European Commission has also actively promoted the EU's defense industrial readiness through its first defense industrial strategy launched in spring 2024. Europe's current production capacity remains significantly lower than the scale of the threats faced. The expanding range of security challenges necessitates a reevaluation of strategic thinking and actions. Innovations in defense, such as drone technology and advanced armored vehicles, are vital for maintaining military effectiveness and technological superiority.
