Healthcare systems across Europe are facing significant strain due to ongoing heatwaves. Dr Hans Henri P. Kluge, WHO Regional Director for Europe, stated that several cities have seen emergency medical calls and hospitalizations increase by up to 50%. In Spain, over 300 heat-associated deaths are estimated to have occurred in just a few days.

The WHO warns that the European Region is warming at more than twice the global average. Heatwaves are no longer isolated incidents but recurring crises that are becoming more frequent, stronger, and longer-lasting. "Every summer we fail to prepare for them is a summer we pay for in lives," Kluge said in a statement.

However, prevention has proven effective. Estimates from 2023 show that heat-related deaths would have been around 80% higher without existing adaptation measures already in place. For individuals aged 80 and above, deaths could have been twice as high. Measures like heat-health action plans, early warning systems, cooling centers, and outreach to vulnerable populations are saving lives.

WHO/Europe will convene national focal points to discuss lessons learned and future preparedness as a "dress rehearsal" for warmer summers ahead. The organization has also updated its guidance, providing tools for all countries, regions, and cities to implement comprehensive heat-health action plans.
