Ferrovial Selected for Georgia's I-285 East Express Lanes Project
A Ferrovial-led consortium has been selected to deliver the first phase of Georgia's I-285 East Express Lanes project. The project has an estimated construction value of $8.9 billion.

Ferrovial, through its led consortium Top End Mobility Group, has been selected by the Georgia Department of Transportation (GDOT) and the State Road and Tollway Authority to deliver the I-285 East Express Lanes project in the greater Atlanta area. The project carries an estimated construction value of $8.9 billion and represents a significant public-private partnership.
The initial phase of the project involves the design, financing, construction, operation, and maintenance of approximately 21 miles of new express lanes. These lanes will include key connections among I-285, I-85, and SR 400, aiming to improve mobility and provide more reliable travel times across the metropolitan region.
Furthermore, GDOT will work exclusively with Top End Mobility Group on a separate comprehensive development agreement to advance subsequent phases of the I-285 East Express Lanes. Upon completion of all phases, the project is expected to provide approximately 37.5 miles of new express lanes in each direction, linking major business, employment, and residential centers across Fulton and DeKalb counties.
Ferrovial brings extensive experience from successfully delivering and operating express lanes in other major U.S. metropolitan areas, including Dallas-Fort Worth, Charlotte, and Washington, D.C. The company intends to leverage this expertise to enhance mobility and support economic growth in the greater Atlanta region through this project.
