Fortum signs early works agreements with three nuclear technology providers
Fortum has signed early works agreements with three nuclear technology providers to advance the planning of new nuclear projects in the Nordic region.
Energy company Fortum announced in June 2025 that it has signed Early Works Agreements (EWAs) with three nuclear technology providers. These agreements aim to further develop new nuclear projects in the Nordic countries.
The selected technology providers include EDF and Westinghouse-Hyundai for large-scale reactors, and GE-Hitachi for small modular reactors (SMRs). The EWAs will cover early project planning, site and design adaptation, and targeted licensing and permitting activities. This also includes continuing pre-licensing dialogue with Nordic nuclear safety authorities.
In March 2025, Fortum concluded an extensive feasibility study on the commercial, technological, and societal prerequisites for new nuclear projects in Finland and Sweden. The study examined both SMRs and conventional large reactors. The company continues to enhance its capabilities to offer new nuclear energy as a long-term option to meet future customer demand in the Nordics.
Laurent Leveugle, Vice President of New Nuclear at Fortum, stated that the work under these agreements will help mitigate project risks by strengthening confidence in the technologies, limiting country-specific changes, and assessing vendors' capabilities during the development phase.
