FSH Technologies raises $20M Series A to modernize government software
Founded by former Facebook engineer Lilly Chen, FSH Technologies aims to streamline administrative inefficiencies within government systems.

Philadelphia-based FSH Technologies has secured $20 million in Series A funding to develop software aimed at improving government administrative functions. The round included participation from General Catalyst, Lachy Groom, and various venture firms, bringing the company’s total funding to $25 million.
Led by co-founder and CEO Lilly Chen, the company targets complex, administrative tasks such as school food service management and public record systems. Chen contends that current government software struggles are rooted in fragmented departmental data and rigid bureaucratic approval workflows, which simple superficial digital fixes fail to address.
Chen, who previously worked as an infrastructure engineer at Facebook, transitioned to the public sector tech space to address structural problems that Silicon Valley often overlooks. The company plans to use the new capital to scale its operations while addressing the operational gaps in government service delivery.
