Fujian-Ningxia Partnership in China Transforms Barren Land into Prosperity
Thirty years of cooperation between Fujian and Ningxia has transformed the formerly barren and impoverished Xihaigu region into a successful model of economic development.

A three-decade partnership between China's Fujian Province and the Ningxia Hui Autonomous Region has led to a remarkable transformation in Xihaigu, an area once described as one of the least habitable places on Earth. The progress is chronicled in a new documentary by China Media Group, From Barren Land to Prosperity: Fujian-Ningxia Partnership.
The initiative, launched in 1996, was part of a national strategy to encourage more developed eastern coastal regions to assist in poverty alleviation efforts in the less developed west. In Xihaigu, this has resulted in a shift from external financial support to locally driven, self-sustaining growth and rural revitalization.
The film highlights how large-scale ecological resettlement projects, the promotion of industries ranging from grape cultivation to rural e-commerce, and steady improvements in education, healthcare, and infrastructure have contributed to creating a vibrant model of economic development. Interviews with entrepreneurs, resettled residents, and aid workers detail the impact of these changes.
UN Under-Secretary-General Melissa Fleming has stated that the United Nations would welcome a broader application of this development model. The documentary premiered on CMG's channel CCTV-4 on October 5.
