The plan aims to facilitate outdoor recreation, nature observation, and education while preserving geological formations, vegetation, birdlife, and cultural heritage.

The zoning plan introduces new pathways for pedestrians and cyclists, including a primary route, and designates locations for educational and resting spots. Road safety is enhanced through a revised alignment for Flóttamannavegur and the planned construction of a bridge over this road near Vatnsmýri. Connectivity to a potential pedestrian bridge over Reykjanesbraut is also included.

These zoning changes align with the overarching master plan and adjacent zoning plans. A key focus is ensuring that the network of paths connects surrounding residential areas and provides easy access to the recreational opportunities within the designated zones. The plan also aims to link the area to a nearby sports center and the larger recreational regions of Heiðmörk and Urriðakotshraun.

Significant natural features, such as the lava formations of Vifilsstaðahraun and Maríuhellar, and the Vatnsmýri wetland, are prioritized for protection. The plan also addresses the conservation of the area's birdlife, flora, and historical sites to ensure their preservation for future generations.
