Geneva tops Arcadis construction cost rankings as certainty sought

Geneva has retained its position as the world's most expensive city for construction, according to Arcadis' 2026 International Construction Cost Index. London and Zurich follow in the rankings.

The annual index, which compares construction costs across 100 major cities, identifies that the highest-cost markets are concentrated in mature, complex urban centers with high demand and limited delivery capacity. Other cities in the top ten include Munich, Copenhagen, New York City, San Francisco, Dublin, Bristol, and Philadelphia.

The broader market context has shifted from inflation-led uncertainty to a more selective investment phase. Capital is increasingly favoring complex, high-performing assets supporting long-term growth, such as modern workplaces, healthcare facilities, and data centers. Higher financing costs, energy volatility, and supply chain constraints are increasing pressure on project viability, highlighting the value of early cost intelligence, scenario planning, and procurement strategy.

Arcadis emphasizes that construction cost is no longer solely a measure of price, but reflects the convergence of cost, capacity, delivery risk, and investment confidence. Projects are increasingly planned and procured around real-world conditions and local realities. The firm notes that even in lower-cost markets, ensuring market readiness and delivery resilience is crucial before committing capital.
