German Pharma Strategy Marks One Year, Calls for Continuation

Germany's National Pharmaceutical Strategy, adopted by the federal government one year ago, has reached its first anniversary. Pharma Deutschland, the country's largest pharmaceutical association, has issued a review of the strategy's implementation and advocates for its sustained commitment in the coming years. The strategy aims to reinforce Germany's position as a global hub for pharmaceutical research and production.

The association views the recently passed Medicines Research Act as a crucial first step toward improving research conditions within Germany. This legislation also re-establishes a direct link between the price of a new medication and its therapeutic benefit, particularly when a portion of the research is conducted domestically. Furthermore, the act incorporates Pharma Deutschland's proposed solution for addressing GMP inspections in third countries, which is expected to prevent production disruptions and ensure supply chain stability.

Dorothee Brakmann, Chief Executive Officer of Pharma Deutschland, stressed the necessity of further strengthening the framework for Germany's pharmaceutical sector based on the national strategy. "We face numerous unresolved issues and a lack of predictability nationally and internationally. For Germany to remain competitive on the global stage, we require reliable framework conditions and clear political support now," Brakmann stated.

Brakmann highlighted that potential changes in the governing coalition and upcoming elections should not hinder the advancement of the pharmaceutical strategy. She emphasized that bolstering the pharmaceutical sector presents significant opportunities for the German economy, especially as other industries encounter challenges. Therefore, initiatives such as supporting production sites and improving European frameworks must be pursued consistently.

The industry group also prioritizes combating supply chain disruptions by enhancing conditions in the base drug market and further developing the Drug Market Reorganization Act (AMNOG). Brakmann argued that current pricing benchmarks and collective discounts stifle innovation. She called for a broader political perspective that integrates health, environmental, economic, and innovation policies to effectively address Germany's challenges and capitalize on its opportunities.
