German Pharmacists' Association Opposes Reinstatement of Tender System for Cancer Drugs and Medical Aids

Berlin – The German Pharmacists' Association (DAV) is vehemently opposing the planned reintroduction of tender systems for the supply of patient-individually manufactured cancer drugs (cytostatics) and medical aids. These regulations, previously in effect in 2016 and 2017, are intended to create additional savings for the statutory health insurance (GKV).

DAV Chairman Dr. Hans-Peter Hubmann stated that cancer patient care is highly sensitive and requires short distances and established structures. He emphasized that close collaboration between treating physicians, manufacturing pharmacies, and patients is crucial for safe and high-quality care. Tender systems, he warned, would destroy these proven care structures and weaken local patient support.

Hubmann also cautioned about structural negative consequences in the pharmacy market, predicting that tenders would lead to only a few pharmacies handling cytostatic supply. This market concentration, he argued, would jeopardize the existence of many specialized pharmacies, thereby impacting local care for numerous patients.

Furthermore, DAV pointed out that new pricing agreements for medical aids will take effect on October 1, 2026, which are expected to generate substantial annual savings for the GKV through passed-on manufacturer discounts. The association argues that the proposed tenders would therefore offer no significant additional benefit while posing considerable risks to patient care.
