German tobacco tax revenues fall 1.2 billion euros short of projections

Data from the German Federal Ministry of Finance shows a 1.2 billion euro decline in tobacco tax revenue between January and September 2026, representing a 9.6 percent drop compared to the same period last year. This reduction occurred despite a tax increase implemented in January that raised costs by 15 cents per pack of cigarettes.

Facing an additional 80-cent-per-pack increase scheduled for January 2027, the government anticipates 1.5 billion euros in new revenue. However, industry trade group BVTE suggests these projections are overly optimistic. The tax estimation working group has already lowered its outlook for 2026 by 550 million euros, and independent research from DIW Econ indicates that long-term revenue gains could be substantially lower than official estimates suggest.

BVTE CEO Jan Mücke warned that aggressive tax policies do not guarantee higher fiscal income, noting that the market response often falls short of political expectations. He argued that current figures necessitate a critical review of federal revenue planning to avoid potential budget shortfalls.
