German Vape Black Market Grows – Industry Association Expands Reporting Portal
The German Federal Association for the Tobacco Industry and New Types of Products (BVTE) is expanding its reporting portal for illicit vape products as the black market for e-cigarettes in Germany significantly increases.

Berlin – The illegal trade in so-called vapes has become a significant problem in Germany. Studies indicate that nearly every second disposable e-cigarette consumed originates from the black market, often failing to meet legal standards and posing risks to consumers. Despite bans, illegal vapes are still offered openly or under the counter in many retail outlets and are sold to minors without age verification.
To address this issue, the Federal Association for the Tobacco Industry and New Types of Products (BVTE) is expanding its reporting portal, Vape-kontrolle.de, to include the federal state of Bremen, in addition to Berlin and Hamburg. Citizens can now easily report violations of youth protection laws and the trade of illegal disposable e-cigarettes. The information is automatically forwarded to the relevant authorities.
The BVTE aims to support authorities in combating illegal trade and preventing sales to minors. According to the association, the illegal trade resulted in tax losses exceeding 26 million euros in 2025. BVTE calls for more decisive action and stricter sanctions against legal violations from policymakers and authorities.
The organization also highlights the issue of tobacco-free nicotine pouches, which are practically banned in Germany but consumed by approximately 1.4 million adults through informal channels, entirely without state oversight. BVTE advocates for legally sound regulation, including nicotine caps and clear labeling, to reduce the black market and secure tax revenues.
