Eligibility for a full exemption is primarily for those receiving social welfare payments. This includes recipients of citizen's income (Bürgergeld), social assistance (Sozialhilfe), or student grants (BAföG), provided the applicant resides separately from their parents. Additionally, severely disabled individuals who are deaf-blind or have a special welfare entitlement can also apply for an exemption.

Those with a severe disability who hold a disabled person's pass (Schwerbehindertenausweis) marked with 'RF' can qualify for a one-third reduction of the standard fee. This reduction is intended for individuals with visual or hearing impairments, or other health-related reasons that limit their access to public broadcasting services.

It is crucial to note that neither exemptions nor reductions are granted automatically. Applicants must actively submit a formal request, accompanied by copies of relevant documentation such as benefit award letters or disability certificates. The duration of the exemption or reduction is typically tied to the validity period of the provided proof; ongoing benefits require a subsequent application with updated documentation before the current period expires.

A granted exemption or reduction usually extends to spouses or registered partners and children under 25 living in the same household. For other cohabitants, the benefit only applies if they were considered in the calculation of the primary beneficiary's social benefits.
