Germany's Investment Gap as Europe's Largest Opportunity
A report by Allianz Trade suggests Germany's significant investment gap can be turned into Europe's largest opportunity. The analysis focuses on sectors like energy, digital infrastructure, and defense.

Germany's substantial investment deficit presents Europe with a significant economic opportunity, according to an analysis by Allianz Trade. The report, published on October 16, 2026, examines how Germany can attract more capital despite its chronic underinvestment.
As the world's third-largest economy, Germany has experienced a decline in investment. Between 2019 and 2025, total gross fixed investment in Germany fell by 6.4%, contrasting with a 6.7% rise in the rest of the Eurozone and a 20.2% increase in the U.S. Foreign direct investment has also seen a notable decrease. The report identifies a lack of sufficiently attractive investment opportunities, rather than a capital shortage, as the core issue.
High energy and labor costs, bureaucracy, and skill shortages are hindering investment. While Germany is recognized for its strong integration of industry, research, and a skilled workforce, regulatory hurdles and a fragmented financial sector weaken its investment appeal.
New public financing initiatives, such as the "Deutschlandfonds," aim to attract private capital through risk-sharing mechanisms. The report posits that Germany can transform its investment gap into an opportunity across four key verticals: energy, digital infrastructure, transport, and defense. The needs in these sectors are vast and offer potentially significant returns for both domestic and foreign investors, provided the investment climate improves through expedited permitting and standardized projects.
