Global AI cooperation organization moves toward operational status

China is driving the institutionalization of a new global AI governance organization, which now counts 38 founding member states.

3 November 2026

China’s National Development and Reform Commission (NDRC) has announced it is accelerating the formalization of the World Artificial Intelligence Cooperation Organization (WAICO). The organization currently includes 38 founding member nations, signaling a push for broader international cooperation in AI governance.

The initiative is designed to implement global AI governance guidelines, focusing on policy dialogue, technical standards, and strategic alignment among member states. According to the NDRC, the goal is to establish a framework that respects diverse national approaches to intelligent systems while fostering cross-border cooperation.

Wang Ruomeng, a representative from the NDRC, stated that the organization intends to promote open-source AI development and ensure that new technologies remain accessible and aligned with different cultural and developmental requirements. The strategy involves building practical, scalable results for member countries.

Headquartered in Shanghai, the organization aims to bridge the gap in international AI regulation. Its primary mission is to coordinate global efforts in governance and standards to ensure that AI development adheres to mutually agreed-upon ethical and technical frameworks.
